How to Accept Google Lead Form Terms of Service
Follow these steps directly in Google Ads.
Step 1: Open an Existing Search Campaign
Log in to Google Ads.
Select any existing Search campaign.
The campaign does not need to be live, only created.
Step 2: Go to Ads & Assets
In the left-hand menu, click Ads & assets.
Open the Assets tab.
Step 3: Create a Lead Form Asset
Click Create (or Create new asset).
Select Lead form from the asset list.
Step 4: Accept the Terms of Service
At the top of the screen, locate the notification that says View and accept terms.
Click the link.
Review and accept the Google Lead Form Terms of Service.
Once accepted, your Google Ads account is enabled to use Lead Form assets.
If You Don’t Have an Existing Search Campaign
You can still accept the terms without running ads yet.
Alternative Option: Use a Draft Campaign
Create a new Search campaign in Google Ads.
Save it as a draft (do not publish).
Go to Ads & assets > Assets.
Select Lead form.
Accept the Terms of Service when prompted.
The acceptance applies to your Google Ads account, not just that campaign.
What Happens After Acceptance
Lead Form ads become available across Search campaigns
You can attach Lead Forms to eligible ads
Google will no longer block Lead Form creation due to missing terms
No additional setup is required on the Google side after acceptance.
FAQ
Why can’t I create a Lead Form in Google Ads?
Google requires you to accept the Lead Form Terms of Service before the asset becomes available. Until accepted, Lead Form creation is blocked.
Do I need to accept the terms for every campaign?
No. The Terms of Service are accepted once per Google Ads account, not per campaign.
Can I accept the terms without launching ads?
Yes. Creating a draft Search campaign is enough to trigger the Terms of Service prompt.
Does this apply to Display or YouTube ads?
No. This process applies specifically to Google Search Lead Form assets.
