A2P 10DLC Campaign Vetting Changes (Effective August 1, 2025)

The Campaign Registry (TCR) has increased one-time A2P 10DLC brand registration and vetting fees for new campaigns starting August 1, 2025, while monthly campaign fees remain unchanged.

Updated over 2 months ago

Who This Is For / When to Use

  • Account owners registering new A2P 10DLC campaigns on or after August 1, 2025

  • Businesses choosing between Low Volume, High Volume, or Sole Proprietor brand types

  • Teams responsible for SMS compliance, billing awareness, and campaign setup

Why This Change Is Happening

To reduce spam, fraud, and unwanted messaging in the U.S., all messaging providers must enforce stricter A2P 10DLC vetting. TCR has updated its fee structure to support enhanced brand and campaign review processes.

The increase applies only to the one-time brand registration and manual vetting fee for new campaigns.

How the Updated A2P 10DLC Campaign Process Works

Step 1: Prepare for Updated Registration Costs

Before submitting a new campaign on or after August 1, 2025, confirm:

  • You understand the one-time registration and vetting fee

  • Fees apply even if a campaign fails and must be resubmitted

No UI action required at this step.
NOTE: Image unnecessary.

Step 2: Choose a Brand Type (Low Volume or High Volume Standard)

When registering a brand, select the appropriate standard based on daily messaging volume and scale.

  • Low Volume Standard

    • EIN required

    • Multiple phone numbers allowed

    • Up to 6,000 segments per day

    • Recommended for most businesses

  • High Volume Standard

    • EIN required

    • Multiple phone numbers allowed

    • Up to 600,000 segments per day

    • Higher one-time registration fee

This screen shows the Low Volume Standard selected with its limits and requirements.

This screen shows the High Volume Standard selected with its higher throughput limits.

Step 3: Choose Sole Proprietor (If Applicable)

Select Sole Proprietor Brand only if all conditions apply:

  • You do not have an EIN, SSN, or DUNS

  • You will use only one phone number

  • You accept lower daily throughput

Sole Proprietor limits:

  • One phone number only

  • Up to 3,000 segments per day

  • Lower monthly campaign fee cap

This screen shows the Sole Proprietor Brand and Sole Proprietor Campaign options, including the notice about automatic number linking after approval.

Step 4: Acknowledge Fees and Submit

Before continuing:

  • Review the displayed one-time registration fee

  • Acknowledge that:

    • Fees apply even if the campaign fails

    • Monthly campaign fees may apply per TCR rules

Then click Continue to submit.

Step 5: Manual Vetting Process

After submission:

  • Campaign status becomes Pending

  • TCR performs manual compliance review

  • Approval typically completes within a few business days

    • Fast Track fees may apply if selected

No UI interaction is required during vetting.
NOTE: Image unnecessary.

Step 6: Monitor Campaign Status

  • Approved: Campaign can send compliant A2P messages

  • Rejected: You receive rejection details and can resubmit after fixes

  • Registration fees remain non-refundable

Common Issues and Fixes

Campaign Rejected During Vetting

Cause: Incomplete or non-compliant campaign details
Fix: Correct the issue listed in the rejection notice and resubmit

Wrong Brand Type Selected

Cause: Daily volume exceeds selected brand limits
Fix: Register a new campaign using the correct brand type

Unexpected Charges

Cause: One-time registration or monthly campaign fees
Fix: Review the acknowledgment text before submission; fees are TCR-mandated
