Know Your Customer (KYC) in the United Kingdom

This article explains how to complete UK KYC by creating and submitting a Regulatory Bundle so UK phone numbers can continue sending SMS and handling calls without interruption.

Who This Is For / When to Use

Use this article if you:

  • Purchase or already own UK phone numbers in Kyrios

  • See a UK KYC Registration Pending banner

  • Need to comply with UK regulatory requirements for SMS or voice

  • Must link UK numbers to an approved Regulatory Bundle


Important Compliance Deadlines (UK)

  • Effective July 30, 2024:
    SMS sent from international long codes to the UK is blocked.

  • New UK phone numbers (after May 27, 2024):
    KYC is required before purchase.

  • Existing UK phone numbers (before May 27, 2024):
    KYC must be completed by September 30, 2024, or traffic will be blocked.

  • Final compliance deadline:
    All UK numbers must be linked to an approved Regulatory Bundle by December 31, 2024.


What Is a Regulatory Bundle

A Regulatory Bundle stores verified business or individual information required by UK regulators (Ofcom/Twilio) and must be linked to UK phone numbers.

Each bundle includes:

  • Business or individual identity details

  • Business address

  • Emergency address

  • Registration authority details (if applicable)


Step 1: Open Regulatory Bundle Setup

  1. Go to Settings (bottom-left).

  2. Click Phone Numbers.

  3. Select Regulatory Bundle / Address (top).

  4. Click + Create.


Step 2: Select Bundle Type

  1. Choose Regulatory Bundle (not Address Bundle).

  2. Click Next.


Step 3: Choose Country, User Type, and Number Type

  1. Country: United Kingdom (UK)

  2. End User Type:

    • Business (registered companies)

    • Individual (non-business users)

  3. Number Type:

    • Local

    • Mobile

    • Toll-Free

    • National

Click Next.


Step 4: Complete Business or Individual Details

Business Customers

Fill in:

  • Business Name

  • Registration Authority

    • UK CRN (Companies House)

    • EIN / CBN / ACN (if applicable)

    • Other

  • Business Registration Number

  • Business Website

  • Authorized Representative details (name, phone, email)

Individual Customers

  • Select Individual

  • Complete identity and address details as requested


Step 5: Provide Required Documents

If You Are a Business Using UK CRN

You must provide:

  • Business Address (Proof of Address)

  • Emergency Address

Proof of Identity is NOT required for this registration type.


If You Are NOT Using a UK CRN

You must provide:

  1. Proof of Identity

  2. Business Address

  3. Emergency Address


Step 6: Submit the Regulatory Bundle

  1. Review all entered details.

  2. Click Submit.

You will see a confirmation message indicating submission.


Step 7: Monitor Verification Status

After submission, the bundle status may show:

  • Draft

  • Pending Review

  • Approved

  • Rejected

Once approved, link UK phone numbers to this bundle.


UK KYC Registration Reminder Banner

If you have unverified UK numbers, a banner appears under:

Settings → Phone Numbers → Manage Numbers

This reminder links directly to Regulatory Bundle setup.


Assigning Phone Numbers to Regulatory Bundles

  • Each UK phone number must be linked to one approved bundle

  • Avoid duplicate bundles

  • Match bundle details to the number’s real-world usage
    (e.g., London office number → London address bundle)


Common Issues and Fixes

UK Numbers Not Sending SMS

Cause:
No approved Regulatory Bundle linked.

Fix:
Create and approve a bundle, then link the number.


Bundle Rejected

Cause:
Incorrect or incomplete business details.

Fix:
Edit the bundle, correct details, and resubmit.


Business Not Registered in the UK

Impact:
UK long codes are not supported.

Fix:
Use UK Mobile or UK Toll-Free numbers instead.


FAQs

Are there fees for UK KYC registration?

No. UK long code registration is free.


I’m an individual and don’t have documents. What can I do?

You cannot use UK long codes without the required documentation.


I’m a business registered with UK Companies House. Do I need Proof of Identity?

No. If you select UK CRN, only Proof of Address and Emergency Address are required.


What is an emergency address?

The physical location where emergency services can dispatch help for the phone number user.


What happens if I don’t complete KYC?

  • New UK long codes cannot be purchased

  • Existing numbers will have SMS and voice traffic blocked


Are Ofcom guidelines public?

Yes. Ofcom released public regulatory guidelines on 15 November 2022.
